I think the intention is for the child like imagery to be projected onto herself and her performance and when you combine that with the sexual suggestiveness I think it's reasonable to conclude she is trying to have this appeal. What else could be the purpose of having people dress up in costumes that would typically only appeal to children. The picture of a younger Brittany Spears in pigtails also moves you to think in that direction, especially since Spears was also known for projecting herself in a sexually suggestive way while being underage and also being promoted by Disney.The Dwarfs are supposed to be symbolizing children themselves. And obviously the pigtails worn by the dancers are associated with children.

I keep hearing people say Miley is shedding her Hannah Montana image. I say that is not what this is about. As mentioned, it was six years ago that she posed nude and took sexually suggestive pictures with her father. There are other ways to do that besides relentlessly trying to sexually shock people
What went on Sunday night was actually very tame compared to what often happens on onstage at a Miley Cyrus concert. Still, given the type of sexually explicit performances she has been engaging in, you have to conclude that it was disgracefully innappropriate for NBC to give her a platform to further promote herself to anyone, nevermind children.
